求问牛腩怎么酥软

小妇人刚开始尝试做大荤，各位见笑。问个小白问题。
前几天易果网买了一斤牛肉做番茄牛腩，流程是先冷水下锅烧开去沫，稍微煮一会乘出来。然后油锅炒一下去水，和其他要煮的东西一起丢进去。小火炖了3个多小时。还是没法炖出外面饭店里那种酥酥烂烂的口感。
是时间还不够吗，还是没有加什么佐料。请版上大神们不吝指教~
